The CBSA Assessment and Revenue Management (CARM) project is a multi-year initiative that will transform the collection of duties and taxes for goods imported into Canada.
Importers will be required to register their business account in CBSA online CARM Client Portal (CCP). On the implementation of Release 2 of CARM, importers that have not registered their business account in the CARM client portal will be required to register their business account to request release of goods.
CBSA’S CARM project will have a significant impact on businesses & individuals that import goods into Canada, including trade consultants, and customs brokers.
CARM Release 1
Release 1 of CARM took place May 25th, 2021 and launch of the CARM Client Portal (CCP) was active and functioning, allowing importers to register their business in the portal. The client portal is an online self-service tool that facilitates accounting and revenue management processes with the CBSA.
CARM Release 2
CARM Release 2 is scheduled to be implemented May 2024. Expanding on Release 1, all importers will be required to have their business account set up in the CARM Client Portal (CCP). Importers will now be required to obtain their own financial surety bond to allow release of goods prior to payment of duty and taxes.

CARM Release 2 is happening May 2024. Release 2 will expand the functionalities of the CARM Client Portal by adding:
- Electronic commercial accounting declarations (CADs) with ability for corrections and adjustments
- New requirements related to the Release Prior to Payment (RPP) program.
- Harmonized billing cycles.
- New offsetting options
- Electronic management of appeals and compliance actions
